Vinyl Graphics

I know these graphics that are multi colored etc are too compicated on a standard plotter. How are these made? is it printed vinyl? What type of plotter makes these? How much do these plotters run?

yeah...thats the machine i lost my job too a few months back. "oh you mean we can buy a machine that does the work my employees used to do with die cut vinyl...im in." damn bosses
