Biz insurance Question

for those who have employee/workers,

what insurance do you have for workers comp?

This questions makes me wonder and I hope you dont mind me asking. Today my barber was trying to explain to me that a buisness owner with 14 people or below doesnt have to pay for insurance on their employees... Have you heard of anything like this? She wasnt specific on which kind of insurance and this is in the state of California. I'll be calling Resource managment agency planning dept sometime this upcoming week.....
