advertiseing

I was wondering for,any cheap and affective things I can do to advertise right now? I live in Wisconsin so weather is cold snowy=slow business. My funding is running short;but maybe you guys coul help me!!!My shop location is not on busy side of town,but there is only one other reputable shop around here. I try to hand out buss.cards and hang them up all over.Can,t afford T.V adds or radio at this time.I am doing dealership work a little just to get buy,but need more. I would like advise on how to go about scoreing more commecial jobs cuz our town is expanding greatly.
I have talked with construction companies,interior design places not much luck.I need to draw customers in more;but how?
Do I send mail info call more places? Please any suggestions woul help a-lot. My money is tied up for expensive advertiseing;do to my son being very,very ill.Tinting is my passion and I can't lose my shop. Would flyers on ppls. car windshields help,keep calling every were and offer it to see if they are binterested?
PLEASE HELP me with any info you can offer. I would really like to score more commercial jobs to get capital back in my business.
