well according to llumar's specs those should qualify. i don't know about other manufacturers though.
actually i was just looking at SGHC. no they won't qualify according to U Factor.

Nothing will qualify in your zone unless the glass is tinted or LowE then just about anything .30 or lower SHGC qualifies.
