Builder needs to pass inspection on a 5ft x 4ft window that is required to be tempered and wants safety film installed to make it pass, so will 4mil be sufficient? Also does an attachment system need to be applied as well?

Depends where, when I was in CT we could do a 7 mil with no attachment....Contact Zoning, they'll be able to answer any questions...
The answer to your question......would be..............yes and yes.
I would check also cuz it varies from county to county here. In one county we can't use less than 7 mil, but in another 4 mil is sufficient, niether one require an attachment though.
We use 8mil here to pass building codes, w/o attachment.
After thinking about it, an attachment prob wouldnt be necessary but I will have to check with the code enforcement guy so I dont have to redo to get paid...lol
You may want to check if they require a sticker stating the fact of the film type and the code as I have used them many times for the same thing you are dealing with. Have done a lot with a window next to a door leading out to a newly installed deck.

anzi impact test. 4 mil works in ca. i used armor coat. make sure when you order the film you also get a STICKER with impact rating. put it on the corner of the window(bug mark) or the inspector won't give the okay.
All they want is to pass the Meet ANSI Z97.1 and CPSC 16 CRF 1201 specs.
This brings it from annealed glass to a tempered glass status. Generally all you need is a 2 mil 1 ply but I would go with minimum 4 mil 1 or 2 ply. Always check with the manufacturer though. Cheers. Almo
