What plotter will be the best choice to cut tinting films for art-tint?

i think just about any plotter woud work. just need differnt pitched blades.

Most any plotter will do fine cutting tint graphics, get a 30, 45 and 60 degree blade for whatever one you choose and then mess around with blade and pressure settings til you get what you're looking for...

I have had a graphtec-5100 series and love it, I use it everyday and it still like it was on day one...

Look at signwarhouse.com, sometimes they have clearance deals.... You can get chep ones on ebay, but I have heard mixed reviews on them...

its easy to agree that the one you have is great...but i have a vinyl express (graphtec) from the tint tek...and i have problems with it here and there...in fact its been down for a week and im waiting on a part that is on back order....not saying its a crappy plotter, just that i wouldnt get another one like it.
