What plotter will be the best choice to cut tinting films for art-tint?
i think just about any plotter woud work. just need differnt pitched blades.
The one that you can turn on.

Most any plotter will do fine cutting tint graphics, get a 30, 45 and 60 degree blade for whatever one you choose and then mess around with blade and pressure settings til you get what you're looking for... I have had a graphtec-5100 series and love it, I use it everyday and it still like it was on day one... Look at signwarhouse.com, sometimes they have clearance deals.... its easy to agree that the one you have is great...but i have a vinyl express (graphtec) from the tint tek...and i have problems with it here and there...in fact its been down for a week and im waiting on a part that is on back order....not saying its a crappy plotter, just that i wouldnt get another one like it.
