I'm perplexed. I see so many people driving around in $50,000-plus SUVs and luxury vehicles with all the windows rolled down. Come on people, it's 98 degrees outside. Is the air conditioner in your massive gas guzzler broken? Is your window tint so dark that you want to make sure everyone sees you behind the wheel of your Escalade, Hummer or Lexus? Or are you just plain crazy and enjoy sweating and sticking to your leather interior?

When asked about rising number of non-transparent tinted glass use, police said that Ministry of Defence issued a directive banning installation of such glasses in vehicles for security reasons after foreign mercenaries attacked Male' in 1988. Police also said that the agency has not been handling complaints about the violation. Police believes that the directive of Ministry of Defence should be enforced by Ministry of Transport.

In the past, there have been several laws regarding automotive window tinting. However, the latest law allows for a net tint to not exceed 28 percent light meter reading, allowing for a 35 percent film to be applied to factory-tinted windows. These two tints combined total a 28 percent light visibility reading, the amount of light transmitted through the glass.

Charleston City Council has approved $125,642 worth of upgrades to two of the city's parking garages.

For $41,552, Sun Control, Inc. of Hurricane is going to put up tinting on the windows. The city calls this "safety and security laminate." Sun Control was the sole bidder on the project.

Taylor said officials are hoping to recoup most of the cost of the tint through heating and cooling savings over the next couple years. The money to pay for the tint is coming out of the parking system's major improvements fund.
