what exactly is a plotter

sorry I'm new

classifieds had a guy selling a plotter for 5 g's and I was like daaamn, does it hook up to a computer and use software to pre-cut films?

a plotter has a blade on it that follows a path designed on a computer....... Why am I explaingin this. go on google and search :eyebrows Computer wiz :copcar

its the same machine vinyl sign makers use to make signs, but with a different blade and software and adjusting the pressure of the blade it will cut tint paper also :woowoo
