They don't scramble the signals, most fire and law enforcement agencies are using trunking systems, meaning that they no longer have a single frequency, but several frequencies within an alotted range while using only one repeater. There are scanners out there that will pick up these systems. :lol6

:lol6 And they cost twice as much

This thing is pretty cool. I've got all the police, fire, ambulance, aircraft etc frequecies programmed in. It holds 1000 but I've only got about 350 channels programmed right now. It's amazing how much mahem there is sometimes :lol2 A brush fire just started about a mile from me and I'm listening to the firefighters try to get to it.
