Tinted windows on NCCo cars poses safety concerns

I can't believe what I saw on Main St. in Newark last Wednesday -- a marked New Castle County patrol car with deeply tinted windows on all four doors and rear windows. The tint was so dense that you could not even see if there was a driver behind the steering wheel. Whose bright idea is this?

Not only does it prevent the public from seeing if there is a uniformed officer in the car. It also diminishes the officer's ability to make good unimpaired visual observations.

I wonder if the tint would pass motor vehicle image transmission criteria
