Is there a film that helps in reducing outside noises? I thought I remembered reading about such a film at one time, but I don't recall what type of film or if it were even true. Does anyone know of such a film that helps with this or was I just dreaming?

I doubt it.

Sound deadening requires a way to change vibration into another energy (usually heat) like dynamat. Typically things are compressible and return to their original size slowly (like ear plugs, foam, etc).
