Are these bubbles normal?

Yes, that needs to be redone.  Water bubbles will be there for a few weeks, but water bubbles are much less noticeable than that.

Was it done outside?

It was done inside of a garage, but it was done incorrectly. All of those little bubbles are still there (obviously) and the tint guy just told me that they were normal and they would go away in the summer (which I'm sure they won't). I will humor him and politely give it a few months, then get it redone.

Man don't do that, go back and ask for them to strip it and refund your money. Even in the coldest months the majority of your film should be clear within a week maybe two. At this point he's just hoping you'll forget about it.
