To apply the film or just to clean the black edge?

Only has done it on a few. They have been vehicles with factory tint that I'm tinting over. But the tint is rolling off around edges. Not all the way around. Just spots. I have tried to scuff edges with Scotch-Brite. The black around edges look really shinny and slick. Any suggestions
