Cutting off part of already installed tint

Previous owner installed very dark tint on the windshield. And I can't see in the night a thing.

Would it be possible to cut a line with cutter/blade and remove bottom part from the windshield, leaving behind only strip on the top? I have razor blade, cutter, hairdryer and rubbing alcohol/acetone to remove left over glue.

Is it doable? Worst case scenario I will get installed lighter tint. But I would like to try leaving this strip first, as it would be free.

And could I damage glass by razor blade? Or is the glass just too hard and I don't have to worry?

My plan is let it sit on the sun to get hot inside, get some long straight edge, cut it with cutter, use hairdryer to remove tint and then clean it with acetone.
