The FMSCA that regulates the safety of large vehicles over 26.000 lbs that it is now legal, in all 50 states to apply a clear film on the front windows of vehicles over 26,000 lbs, as long as the light transmission is not restricted to less than 70 percent of normal, factory windows are typically in the 72-80 percent range.

so does this mean that applying even the lightest of films will drop the vlt to illegal percentages?

Nope, for an example a film like 3M Crystalline 90 would reduce the light transmission by only approximately 1 percent.
