I have a customer wanting to look at his workers without them noticing.im under the idea that i just use silver reflective and his room must remain darker than the outside and that there is no true one way no matter what mirror film. Am i correct? Sorry for the noob questions

That is correct.

No matter what you use...low shade reflective, one way mirror, etc...the light in his room needs to be less than the one he wants to see in.  Lower the light, the better.

The darker he can get his side the better the effect will work.

 

In the past the best version of one way I've seen was where the only lights were the computer monitor with one of those light filters that only lets the operator see the screen and a lighted keypboard

One way mirror films, dual-reflective in construction are best. LLumar's RN07 (or an equivalent) will do the trick in a single layer of film.

 

One way glass requires a seven-fold reduction in lighting on the observer side whereby, one-way mirror film such as RN07 only requires half.
