%VLT in NC with exemption?

I am confused because the exemption mentions 20% but it's not a law and the law seems to say an exemption is just that with no numbers.

can someone please clarify?

On the exemption application form, it states 20% for the side/rear windows and 70% on the windshield.  https://www.ncdot.gov/download/dmv/WindowTint.pdf

I understand but that isn't a statute or law, but rather a guideline?

Says there 20% all the ones I've done have been 20% and inspection stations will fail if it's less.

As shown above, that is the Statute listed on the application.  As @jh812 stated, the problem will be metering right at 20% and not less because they will fail you.  Ideally you need to find a 25% film to get as close as possible, but options are very limited at that shade.  Most likely will have to do a 30% to meter down to 25-27% on the vehicle.  Still better than the legal limit, but not a mind blowing difference.

what I typically use. One guy tried just installing 20 he said ah it'll be alright. Yeah he was back the following year
