I suspect its the manufacturers way of keeping all the data consistent through all the film lines.

 

:yeah  There has to be a level playing field for testing and since all automotive glass can be different, then it wouldn't make see to try to base numbers off of it.

Sure it changes TSER.......just look at a spec sheet for residential film that lists the numbers of a specific film when applied to clear glass vs tinted- I believe 3m Prestige has just such a chart easily found online.
